Third Party OQ Administration:
PCM acts as the Pipeline Contractors OQ department, managing all aspects of OQ
responsibilities. ( see description below)
Third Party OQ Evaluations:
PCM will conduct any OQ Evaluation to meet your requirements. This can be done with a PCM
Evaluator, or an Evaluator from the network that may be closer to your location.
OQ Consulting:
PCM will help you contend with OQ requirements on a specific job. This includes OQ evaluation
questions, job evaluation, etc.

Third Party OQ Administration:
Below is a list of the responsibilities that would be covered by the service.
Our goal is to provide your company with a better OQ department for less
cost than self administration.

Oversight of day- to- day OQ needs
o Build and maintain company specific OQ plan for Pipeline Operator's reference
and review
o Insure that workforce is continually in compliance with specific Operator
requirements
o Manage OQ Evaluators to insure evaluations are properly performed
o Manage audit requests from OQ service providers and clients.
o Submit documentation verifying OQ Compliance at Pipeline Operator’s
request.
o Oversight of OQ Databases for accuracy

Section 1.0: Oversight of OQ Program
• Build and maintain a Company specific OQ plan.
The OQ plan will outline the procedures for qualifying company personnel
including evaluation and training material. It will be available to the Pipeline
Operators who require the Contractor
to provide their own plan.
•
Insure that workforce is constantly in compliance
with specific Operator requirements. Regular monitoring of personnel’s
expiration dates to prevent work delays. Correspond with the Operator to
insure qualifications
are satisfactory.
• Manage OQ Evaluators to insure evaluations
are properly performed. Field evaluations may be
performed by OQ manager, another company authorized Evaluator, or third
party evaluator. The
evaluations not performed by OQ manager would be overseen to insure quality.
Company evaluators and third party evaluators may be used to make the evaluation
more efficient based on location.
• Manage audit request from OQ service provider and clients. OQ service
providers (i.e. NCCER,
Veriforce) and Operator clients that have accepted the company OQ plan
may request an audit. These audits are to insure that Evaluation procedures
and record keeping requirements are being met. Any information requested
to complete the audit will be provided by the OQ Manager.
• Submit documentation verifying OQ Compliance at Operators request. The
Pipeline Operator will request proof of compliance with their specific
OQ requirements prior to job start-up. OQ Manager will supply these documents
to the client to satisfy all requirements.
• Oversight of OQ Databases for accuracy Each OQ service provider has its
own record keeping
database. Many of these databases invoice based on involvement in the system.
Inactive personnel will be monitored and removed from appropriate list
to alleviate unnecessary costs.
Section 2.0: Company Representation
• Collaborate with Pipeline Operators
to verify accurate list of tasks to be performed. In many cases the task
list provided by the client is not accurate. Without understanding the evaluation
criteria behind each description it is hard to make an accurate list for an individual.
The OQ Manager will coordinate with the Pipeline Operator to warrant an accurate
list of tasks.
• Attend Industry / Association meetings. Since the conception of OQ there
have been several productive OQ Groups formed to discuss the issues associated
with OQ and how they affect the Pipeline Contractor. Also Pipeline Operators
will have meetings to discuss their specific procedures including OQ needs.
The OQ Manager will pose as company representation during the meetings
to be advised of any changes, concerns, or questions that the Operator
may have.
• Pre-Job meetings. Attend job meetings that would require company representation
to insure all task requirements have been met and client is satisfied and
ready to the start job.
• Field Location. Attend OQ related meetings that take place in field locations
that required a Company rep.
• OQ Audits. If the OQ Audit should require representation in a field location,
in some cases the Auditor will ask the qualified person questions regarding
the evaluation. The OQ Manager will represent the company during audits
to answer questions and produce records.
Section 3.0 OQ Field Evaluations.
• Perform / Organize OQ task related training. Each task will have specific
training requirements that must be met. The OQ Manager will administer
training as per Pipeline Operator requirements.
• Perform / organize OQ Evaluations Each Pipeline Operator will have different
requirements regarding the evaluation process, evaluation criteria, & evaluation
method. The OQ Manager will perform OR oversee the evaluation to insure
quality.
• Submit data to required database and produce reports. Each OQ service
provider will ask that your Evaluation data be submitted to a specific database
for review. These databases are where the data will reside for viewing and report
generation to demonstrate compliance. The OQ Manager will oversee this data and
insure its accuracy for the most effective operation.
Third Party OQ Evaluations:
• PCM has full time
OQ Evaluators on staff to meet your Evaluation requirements on a
schedule or last minute need.
• PCM also has access to a large network of evaluators and may be able
to locate and dispatch an Evaluator closer to your location.
OQ Consulting:
• PCM will work with you to address
the issues of a specific job. Many times this includes an OQ
Requirement that is “out of the norm” that may be causing work
stoppage.
• PCM can help determine the amount of OQ labor that will be required for
a up-coming job that your Company may be bidding.
• PCM can help staff full time Evaluators within your Company for a large
OQ project.
