Pipeline Compliance Management is a new Company with a new vision in Operator Qualification management for the Pipeline Contractor.
In August 1999,
the U.S. Department of Transportation's (DOT) Office of Pipeline Safety
(OPS) promulgated new regulatory requirements as part of 49 CFR §192 and §195,
which have become known throughout the pipeline industry as the Operator
Qualification (OQ) Rule. Specifically, DOT requires pipeline operators
to determine "covered tasks", identify abnormal operating
conditions, and implement a process for evaluating personnel that will
be performing covered task on their facilities (employs’ & Contractor
personnel). The Pipeline Operator, in most instances, has done this by
engaging an OQ service provider (i.e. NCCER, or Veriforce) to administer
their specific OQ program to its contractors.
This has forced the Pipeline Contractor to comply with multiple requirements for multiple Pipeline Operators, resulting in the same person being qualified many times for the same task. This has caused the Contractor to continually shoot for a moving target that has increased the cost of complying with the Pipeline Operators requirements.
PCM manages the Contractor’s OQ program on a fixed annual cost that includes all OQ field evaluations as well as the day to day OQ responsibilities. This allows you to set your budget and focus on what you know best, Pipeline Construction!
PCM’s founder, Eric Brittain has been involved with Contractor OQ for many years. Working as the Contractor Liaison for Veriforce since its conception, this has given him the opportunity to build relationships with both Pipeline Operators and Contractors. This industry knowledge can help your company meet the changing OQ requirements on a fixed budget.
Services
Third Party OQ Administration:
PCM acts as the Pipeline Contractors OQ department, managing all aspects
of OQ
responsibilities. ( see description in following pages)
Third Party OQ Evaluations:
PCM will conduct any OQ Evaluation to meet your requirements. This can
be done with a PCM
Evaluator, or an Evaluator from the network that may be closer to your
location.
OQ Consulting:
PCM will help you contend with OQ requirements on a specific job. This
includes OQ evaluation
questions, job evaluation, etc.
